摘要
明智的决策基于准确的信息,获取和使用高质量数据对于基于证据的决策与全面落实2030年可持续发展议程至关重要。而数据的收集、使用与共享有赖于公众的支持。但在衡量可持续发展目标实施的过程中,公众视域层面的研究仍然不足。以11个国家可持续发展创新议程示范区为研究区,旨在揭示公众对可持续发展目标(SDGs)的了解程度、数据获取渠道的偏好以及对数据质量的评价。通过对1122名公众的问卷调查,研究结果表明:(1)公众对可持续发展目标认知度整体偏低;公众对11个示范区SDGs认知度排序为深圳>桂林>太原>徐州>郴州>湖州>承德>临沧>鄂尔多斯>枣庄>海南藏族自治州。(2)公众对11个示范区可持续发展目标数据质量现状的感受差异较小,满意度良好,基于5分制量表的整体平均评分为3.674分。(3)公众认为最适合评估可持续发展目标的数据时间粒度为每年。(4)公众对SDGs的认知度与月收入之间存在一定的门槛效应,当月收入超过8000元阈值后呈现显著正相关。最后,在此基础上,提出公众认知度和SDGs数据质量提升的策略,研究结果将为政策制定和可持续发展规划提供科学依据和实践指导。
Smart decisions are based on accurate information,and the availability and use of high-quality data are vital for evidence-based decision-making and the full implementation of the 2030 Agenda for Sustainable Development.With just over five years left until 2030,it is imperative to accelerate transformative actions that will help countries and regions reach the agreed Sustainable Development Goals(SDGs).Decision makers need better data to shape effective policies,encourage investment,target programs,and measure progress towards sustainable development.Successful data collecting,using,and sharing rely on public support,which requires attention to how people perceive the official statistical data that are then subsequently used for evaluation and research.However,studies of such public perceptions are geographically limited during the measurement of SDGs implementation process.Public science is a well-developed scientific activity based on scientific investigation and public participation in data collection and analysis.In the field of ecology,the application of public perspective in assessment has covered topics such as environmental assessment and planning,urban renewal and regeneration,and urban planning.Public science can both increase public participation in science and facilitate ecologists to achieve the goals.Hence,assessing the awareness and data quality of China′s urban SDGs from the perspective of public perception is crucial for promoting the process of sustainable development in China.This paper focused on the eleven national innovation demonstration zones of the Sustainable Development Innovation Agenda as the study area,via a questionnaire survey,analyzed the public′s awareness of the SDGs,preference for data access sources,and evaluation of data quality from the public perspective.By the survey of 1122 respondents,the results showed that:(1)the overall public awareness of SDGs in Chinese municipalities was on a low scale.The ranking of public awareness of SDGs in the 11 demonstration zones was Shenzhen>Guilin>Taiyuan>Xuzhou>Chenzhou>Huzhou>Chengde>Lincang>Erdos>Zaozhuang>Hainan Tibetan Autonomous Prefecture.(2)Public perception of the current status of SDGs data quality in the demonstration areas differed slightly,with an overall mean score of 3.674 using the 5-point Likert scale with 1 point indicating very dissatisfied while 5 points indicating very satisfied.The public satisfaction degrees with the current status of SDGs data quality in Shenzhen and Huzhou City were 3.725 and 3.708,compared to the lower scores in Zaozhuang and Hainan Tibetan Autonomous Prefecture,which were 3.602 and 3.589,respectively.(3)The public believed that the most suitable data for assessing SDGs was the data temporal granularity of each year,and spatial granularity of the national scale.(4)There was a threshold effect between public awareness of SDGs and monthly income,with a significant positive correlation when the monthly income exceeded 8,000 RMB.At last,based on the above results,strategies for public awareness and SDGs data quality improvement were proposed,such as enhancing annual data supply and accessibility,and establishing a mechanism for continuous data quality improvement and cross-sectoral coordination.The results of the study could provide policy makers,urban planners,and sustainable development practitioners with scientific evidence and practical guidance.
