“政产学研用”协同育人机制下应急技术与管理创新型人才培养模式研究与实践

摘要 随着《“十四五”国家应急体系规划》明确提出“加强专业人才培养”的目标,应急技术与管理领域的人才培养成为国家战略需求的重要支撑。然而,在“政产学研用”协同育人机制下,当前应急技术与管理创新型人才培养仍面临协同平台资源利用低效、培养目标与产业需求脱节、师资与考核机制存在短板等突出问题,制约人才培养质量与社会需求的适配性。在分析我国应急技术与管理专业人才多方主体协同创新育人的基础上,针对协同创新机制中存在的平台资源整合低效、产教衔接错位、评价体系滞后等核心矛盾,分别从培养目标侧重创新能力转变、构建理论-实践+线上-线下双驱动育人资源共享平台、“五位一体”各方主体深度合作机制和“理论—应用—反馈—修正”螺旋形持续改进机制等方面开展措施设计和实施路径探索,实现了高校应急技术与管理专业创新人才培养质量的全面提升。研究成果可为同类院校应急技术与管理及相关专业提供重要参考。 With the"14th Five-Year Plan"of the national emergency system clearly put forward the goal of"strengthening the training of professional talents,"the training of talents in the field of emergency technology and management has become an important support for the national strategic needs.However,under the collaborative education mechanism of government,industry,university,research and application,the current training of innovative talents in emergency technology and management still faces outstanding problems such as inefficient use of collaborative platform resources,disconnection between training objectives and industrial needs,and shortcomings in teachers and assessment mechanisms,which restrict the adaptability of talent training quality and social needs.On the basis of analyzing the multi-subject collaborative innovation and education of emergency technology and management professionals in China,aiming at the core contradictions such as inefficient integration of platform resources,mismatched connection between production and education,and lagging evaluation system in the collaborative innovation mechanism,the measures are designed and implemented from the aspects of focusing on the transformation of innovation ability in training objectives,building a theory-practice+online-offline dual-drive education resource sharing platform,the"five-in-one"deep cooperation mechanism of all parties,and the theory-application-feedback-correction spiral continuous improvement mechanism.The path exploration has realized the comprehensive improvement of the quality of innovative talents training in emergency technology and management majors in colleges and universities.The research results can provide important reference for emergency technology and management and related majors in similar colleges and universities.
