摘要
2024年7月英国工党政府上台执政以来,日益重视加强与欧盟的安全防务关系,主要表现在:与法国、德国等欧盟主要国家的双边合作持续强化;与部分欧盟成员国的小多边合作常态化;与欧盟机构的合作机制化。英国政府这一动向首先缘于地缘政治乱局引发本国的安全焦虑,同时也是由于美国的政策转向造成英国的信任危机,此外英国还有借安全防务合作拉动经济的考虑。英国加强与欧盟的安全防务合作有利于欧洲内部的战略协调,但也可能加剧欧洲的军备竞赛,使地缘政治形势更加紧张。
Since the UK Labour Party took power in July 2024,it has placed an increasing emphasis on strengthening security and defense relations with the EU.The UK has strengthened its bilateral cooperation with key EU countries,including France and Germany.It has also established minimultilateral cooperation with some EU member states and institutionalized cooperation with EU institutions.This is primarily due to security concerns sparked by geopolitical turmoil but also stems from a crisis of confidence in the UK caused by US policies.Furthermore,the UK is also considering measures to boost its economy through security and defense cooperation.The UK's enhanced security and defense cooperation with the EU will facilitate strategic coordination within Europe,but it may also intensify the arms race in Europe and create a more tense geopolitical situation.
