摘要
在新质生产力推动高质量发展的背景下,成品油销售企业作为能源供应体系的重要环节,面临传统燃油业务向“燃油+新能源+数字化服务”转型的关键任务,人才队伍“懂燃油、缺新能、弱数字”的结构性矛盾凸显。本文以战略引领、行业协同、人才画像、人岗匹配理论为基础,结合成品油销售行业特性,探索覆盖成品油销售全行业的新质生产力人才培养路径。通过整合行业资源构建行业适配的人才画像、搭建数字化人才选拔体系、推行“行业场景化+”培养模式、建立动态跟踪机制与考核评价体系,形成“行业赋能-人才转型-业务升级”的闭环,为成品油销售企业破解人才转型难题、落实国家能源战略、实现高质量发展提供可推广的实践框架。
Against the backdrop of high-quality development driven by new quality productivity,refined oil sales enterprises,as an important link in the energy supply system,are confronted with the key task of transforming from traditional fuel business to"fuel+new energy+digital services",and the structural contradiction of the talent team being"proficient in fuel,lacking in new energy,and weak in digital"has become prominent.Based on the theories of strategic guidance,industry collaboration,talent profiling,and person-job matching,and in combination with the characteristics of the refined oil sales industry,this article explores a new path for cultivating high-quality productive talents covering the entire refined oil sales industry.By integrating industry resources to build industry-adapted talent profiles,establishing a digital talent selection system,promoting the"industry scenario-based+"training model,and setting up a dynamic tracking mechanism and assessment and evaluation system,a closed loop of"industry empowerment-talent transformation-business upgrade"is formed.Provide a replicable practical framework for refined oil sales enterprises to solve the problem of talent transformation,implement the national energy strategy and achieve high-quality development.
