摘要
随着我国能源结构转型的加速推进,各地海上风电在成为新能源供应体系核心力量的同时,也面临发展速度逐渐减缓的困境。系统开展省(含直辖市)级海上风电政策文本量化分析,以选定的32份省(含直辖市)级海上风电政策文本为研究样本,首先,采用NVivo质性编码识别出政策中反复出现的关键主题和核心内容;随后,构建LDA主题模型,计算困惑度和主题一致性,验证最佳主题词汇;最后,将主题词汇导入Gephi,测算主题特征词的语义集中度,揭示政策文本的主题结构特征。研究发现,当前我国省级海上风电政策以命令控制型政策为主,存在政策类型使用失衡的问题。政策文本中,“发展”与“扩张”占主导且关联紧密,但与“创新”“审批”等联系较弱,且“创新”出现较少。研究结果揭示了现有政策的重点与不足,在一定程度上为未来我国海上风电政策的优化调整提供了参考。
With the accelerated transformation of China’s energy structure,offshore wind power has become a core component of the new energy supply system while simultaneously facing challenges of slowing development momentum.This study conducts a systematic quantitative analysis of provincial(including municipalities directly under the central government)offshore wind power policies.Using 32 selected provincial policies as research samples,this paper employs a 3-stage analytical approach:1)NVivo qualitative coding to identify recurring key topics and core contents in the policies,2)Latent Dirichlet Allocation(LDA)topic modeling with perplexity and topic coherence calculation to validate the optimal topics,3)Gephi with these topics imported to measure the semantic concentration of topic feature words,revealing the structural characteristics of the policies.The study has found that the current provincial offshore wind power policies in China are mainly command-and-control oriented,indicating an imbalance in policy type usage.In the policies,“development”and“expansion”dominate and are closely linked,whereas their connections with“innovation”and“approval”are weak,with“innovation”appearing less frequently.The findings highlight the strengths and inadequacies of existing policies,providing valuable insights for the future optimization and adjustment of China’s offshore wind power policies.
