摘要
分类管理以后,非营利性民办高校面临政府治理、社会治理和内部治理三重困境,具体表现为政府监管滞后于民办高等教育实践、社会治理水平与民办高等教育“放管服”改革要求有较大差距、民办高校内部治理有待提升等。为此,政府应完善民办教育政策,从财务、资产和举办者变更等方面加强对民办高校的监管;推动教育中介组织建设,以信息披露为抓手,充分发挥教育中介组织的作用;民办高校要加强党组织建设、董(理)事会制度建设,充分发挥校长专家治校职能,积极探索民办高校的监事会制度。
Following the implementation of classified management,non-profit non-governmental institutions of higher learning are facing triple governance dilemmas:government governance,social governance,and internal governance.These dilemmas are specifically manifested in delayed government regulation lagging behind the practices of non-governmental higher education,a significant gap between the level of social governance and the requirements of the“streamlining administration,delegating power,and improving services”reform,and the need to improve internal governance within non-governmental institutions of higher learning.To address these challenges,the government should improve non-governmental education policies and strengthen oversight of non-governmental institutions of higher learning in areas such as finance,assets,and changes in organizers.Additionally,the development of educational intermediary organizations should be promoted,with information disclosure as a key tool to fully leverage their role.Non-governmental institutions of higher learning themselves should enhance the development of Party organizations and board systems,fully utilize the expertise of presidents and specialists in university governance,and actively explore the establishment of supervisory boards.
