摘要
统计监督通过强化动态监测能力与完善协同法治保障,为中国式现代化提供科学决策基准与现代化治理能力支撑。立足中国式现代化战略需求,系统阐释统计监督的理论内涵与核心功能,并融合LDA主题模型与CiteSpace知识图谱,对2019—2024年政策文本及文献数据进行双重实证分析。研究发现,当前统计监督体系面临效能挑战,核心困境体现在统计数据质量参差引发表征偏差、监测机制碎片化阻滞全周期监管、跨部门协同不足削弱监督合力、执法效能弱化导致监督权威空心。针对上述问题,提出系统性机制设计,旨在构建适配中国式现代化需要的耦合型统计监督新范式:构建全流程质量控制体系,筑牢治理根基;通过引培联动机制培育复合型统计队伍,强化能力支撑;建立跨部门监督信息共享平台,破除协同壁垒;完善统计执法裁量基准与程序规范,夯实法治保障。
Statistical supervision provides scientific decision-making benchmarks and modern governance capacity support for Chinese-style modernization by strengthening dynamic monitoring capabilities and improving collaborative legal guarantees.Based on the strategic demands of Chinese-style modernization,this research systematically expounds the theoretical connotation and core functions of statistical supervision,and integrates the LDA topic model and CiteSpace knowledge graph to conduct a dual empirical analysis of policy texts and literature data from 2019 to 2024.Research findings reveal that the current statistical supervision system is confronted with effectiveness challenges.The core predicaments are reflected in the uneven quality of statistical data leading to representation biases,the fragmentation of monitoring mechanisms hindering full-cycle supervision,insufficient cross-departmental collaboration weakening the supervisory synergy,and the weakening of law enforcement effectiveness resulting in the emptiness of supervisory authority.In response to the above issues,a systematic mechanism design is proposed:establishing a full-process quality control system to consolidate the foundation of governance;clutivating a compound statistical team through the linkage mechanism of introduction and training to strengthen capacity support;establishing a cross-departmental supervision information sharing platform to break down the barriers of collaboration;tmprooing the benchmarks and procedural norms for statistical law enforcement discretion to consolidate the legal guarantee.The research aims to build a new model of coupled statistical supervision that meets the needs of Chinese-style modernization.
