摘要
耕地占补平衡新机制对新时期耕地用途管制、耕地保护与粮食安全保障具有重要作用,而居民膳食结构转型升级,大食物观背景下为满足多元化的食物结构供给体系,耕地利用与管理体系亟需进一步优化。本文在剖析大食物观内涵基础上,基于耕地、耕地占补平衡管理内涵分析,从理论和实践两层面阐释了大食物观与耕地占补平衡管理的逻辑关联,总结了耕地占补平衡管理中存在的现实困境与挑战,以夯实耕地资源为基础,从膳食结构转型视角,基于供给与需求匹配理论逻辑,“以补定占”分区分类治理探讨了大食物观下耕地占补平衡治理思路,旨在为当前大食物观理念下的耕地用途管制政策优化与落实提供借鉴。
The new mechanism of farmland occupation and compensation balance management plays a significant role in the control of farmland use,farmland protection and food security in the new era.Against the backdrop of the transformation and upgrading of residents’dietary structure and all-encompassing approach to food,the utilization and management system of farmland urgently needs further optimization to meet the diversified food structure system.Based on the analysis of the connotation of the all-encompassing approach to food,the connotation of farmland,and the management connotation of farmland occupation and compensation,this study explains the logical connection between the all-encompassing approach to food and farmland occupation and compensation balance management from both theoretical and practical perspectives,summarizes the existing practical difficulties and challenges in farmland occupation and compensation balance management.Taking the consolidation of farmland resources as the foundation,from the perspective of dietary structure transformation and based on the theoretical logic of supply and demand matching,the“supplement determines occupation”zoning and classified governance is explored to discuss the governance ideas of farmland occupation and compensation balance under the all-encompassing approach to food,aiming to provide references for the optimization and implementation of farmland use control policies under the all-encompassing approach to food.
