摘要
针对联合作战指挥复杂多变且难以量化评估的特点,建立了一种联合作战指挥效能评估模型。综合考虑情况研判、指挥决策、行动控制和作战指挥保障等方面效能,构建了联合作战指挥效能评估指标体系,提出了应用变权模糊层次分析法进行指挥效能评估,通过评估算例验证了该方法的有效性,对评价联合作战指挥效能具有一定的指导意义。
To address the difficulty in quantifying and the complexity of joint operations command,an effectiveness evaluation model of joint operations command is proposed.First,an evaluation index system for joint operations command efficiency is established considering situation assessment,decisionmaking,operational control and command support.Then,fuzzy theory and variable weight evaluating method are introduced into traditional hierarchical analytical method.Finally,an example is provided to verify the feasibility of the evaluation method.The results show that the method proposed is of great significance to the effectiveness evaluation of joint operations command.
