摘要
高标准农田建设改善了农地资源禀赋,为农村集体经济发展创造了条件。基于2023年江西省村庄调查数据,实证研究高标准农田建设对农村集体经济的影响及其作用机制。研究发现,高标准农田建设对农村集体经济有显著的促进作用,经过内生性缓解、替换被解释变量和更换估计方法等一系列稳健性检验后结论仍然成立。机制分析表明,高标准农田建设通过降低农地细碎化、提升农业社会化服务发展水平、推动农地流转租金上涨而促进农村集体经济发展。异质性分析显示,高标准农田建设显著促进村干部评价得分较低、农田规模较大、到乡镇距离较近村庄的农村集体经济。为促进农村集体经济发展,应因地制宜推进高标准农田建设,加大建设力度,着力降低农地细碎化,大力发展农业社会化服务,推动农地流转。
Well-facilitated farmland construction has improved farmland resources and created the conditions for a rural collective economy.This study uses 2023 village survey data for Jiangxi Province to empirically investigate the impact of well-facilitated farmland construction on the rural collective economy and the mechanism for that effect.The construction of high-quality farmland has been found to have a significant promotional effect on the rural collective economy.The conclusion holds following a series of robustness tests,including addressing endogeneity concerns,and replacing the explanatory variables and estimation method.The mechanism analysis shows that well-facilitated farmland construction promotes the development of the rural collective economy by reducing the fragmentation of farmland,improving the level of socialized agricultural service development,and promoting increased farmland-transfer rent.A heterogeneity analysis shows that well-facilitated farmland construction significantly promotes the rural collective economy with lower evaluation scores for village cadres,larger-scale farmland,and villages closer to towns and villages.The development of the rural collective economy requires an increased effort to ensure that farmland construction is facilitated according to local conditions,that the fragmentation of farmland is reduced,agricultural socialized services are developed,and the circulation of farmland is promoted.
