摘要
新时代背景下,农业高校面临人才供需结构性失衡、就业质量与产业升级脱节等挑战。为应对传统经验性策略难以化解涉农行业低就业率、基层岗位薪资落差及技能供需错配等深层矛盾,本研究创新性运用中国共产党“三三制”模型核心逻辑:在主体维度构建校政企三方协同网络;在时间维度建立“启蒙—素拓—优化”三阶段递进机制;在能力维度打造“基础—专业—跨界”三层次培养体系。案例实践表明,该模型通过“一点两面三三制”系统工程,实现毕业生就业率达到95%,形成动态台账精准画像、三人互助小组等创新机制。针对现存的企业参与度不足、政策配套滞后等问题,提出深化产教融合机制,构建人才需求模型,重塑梯度培养体系等进一步优化路径。
Against the backdrop of the new era,agricultural colleges and universities are facing challenges such as structural imbalance between talent supply and demand,as well as a disconnection between employment quality and industrial upgrading.To address the deep-rooted contradictions,including low employment rates in agriculture-related industries,salary gaps for grassroots positions and mismatches in skill supply and demand,this study innovatively applies the core logic of"Three-Three System"model of the Communist Party of China:constructing a collaborative network among universities,governments and enterprises(subject dimension),establishing a three-stage progressive mechanism of"enlightenment-enrichment-optimization"(time dimension),and developing a three-tiered cultivation system of"foundational-professional-cross-disciplinary"capabilities(capability dimension).Case practices demonstrate that through the"One Point,Two Aspects,Three-Three System"project,this model has achieved an employment rate of 95%for graduates,while generating innovative mechanisms such as dynamic ledger-based precise profiling and three-person mutual aid groups.To tackle existing issues like insufficient enterprise participation and lagging policy support,further optimization paths are proposed,including deepening the industry-education integration mechanism,developing a talent demand forecasting model and reconstructing the graded training system.
