江西省废弃煤矿生态修复模式与价值实现路径

Ecological Restoration Models and Value Realization Pathways for Abandoned Coal Mines in Jiangxi Province

摘要 文章以江西省废弃煤矿区为研究对象,通过多案例比较与政策量化分析,系统剖析“生态修复+”模式的技术逻辑、制度障碍与协同机制。结果显示,萍乡略下片区通过“生态修复+文旅”模式,建成城郊旅游综合体,有效促进村民增收;芦溪、婺源等地推行“生态修复+农业”模式,培育种植业与农旅融合产业,实现三次产业协同发展;新余皇化矿区创新采用“生态修复+新能源”模式,建成兆瓦级光伏电站,形成能源生产与碳汇增益的双循环体系;萍乡青山镇构建“生态修复+康养”模式,拓展生态服务功能。研究表明,差异化实施“生态修复+产业”路径仍面临产权界定模糊、金融支持工具单一与政策执行断层三大障碍。通过构建“技术适配—产权赋能—金融创新—政策协同”四维驱动框架,可协同提升生态承载力与经济附加值,为我国南方矿区综合治理提供可复制、可推广的“江西范式”。 This study takes abandoned coal mining areas in Jiangxi province as the research subject.Through multi-case comparison and quantitative policy analysis,it systematically examines the technical logic,institutional barriers,and synergy mechanisms of the"Ecological Restoration+"model.The results indicate that:the Leuxia area in Pingxiang,adopting the"Ecological Restoration+Cultural Tourism"model,has established a suburban tourism complex,effectively increasing villagers'income;areas like Luxi and Wuyuan have implemented the"Ecological Restoration+Agriculture"model,fostering crop cultivation and integrating agriculture with tourism,achieving synergistic development across primary,secondary,and tertiary industries;the Huanghua mining area in Xinyu innovatively employed the"Ecological Restoration+New Energy"model,constructing a megawatt-level photovoltaic power station and forming a dual-circulation system encompassing energy production and carbon sink gains;Qingshan town in Pingxiang developed the"Ecological Restoration+Wellness"model,expanding ecological service functions.The research reveals that the differentiated implementation of the"Ecological Restoration+Industry"pathway still faces three major obstacles:ambiguous property rights definition,a limited variety of financial support instruments,and policy implementation gaps.By constructing a four-dimensional driving framework of"Technology Adaptation-Property Rights Empowerment-Financial Innovation-Policy Synergy",it is possible to synergistically enhance both ecological carrying capacity and economic added value,providing a replicable and scalable"Jiangxi Paradigm"for the comprehensive remediation of mining areas in Southern China.
