摘要
高速公路是国家交通基础设施的重要组成部分,其建设质量和投资效益关乎区域经济发展。在工程实施阶段,科学有效的投资控制与管理,对于保障项目顺利推进、实现预期经济与社会效益具有关键作用。实施阶段是将设计方案转化为实体工程的关键,也是投资消耗集中、风险因素复杂的阶段。受前期规划、施工执行以及外部环境等多重因素影响,投资控制还面临诸多挑战。其涉及大量的统筹组织和管理工作,往往因组织管理不善,导致建设中索赔纠纷、工程变更、外部环境波动等不利因素大量出现,造成投资突破概算或出资方决策投资额上限。所以,系统梳理实施阶段投资控制的核心逻辑、识别关键因素、构建管理方法体系,对降低成本、保障项目投资效益具有重要意义。
Highways are an important component of national transportation infrastructure,and their construction quality and investment efficiency are related to regional economic development.During the implementation phase of the project,scientific and effective investment control and management play a crucial role in ensuring the smooth progress of the project and achieving expected economic and social benefits.The implementation stage is the key to transforming the design scheme into a physical project,and it is also a stage where investment consumption is concentrated and risk factors are complex.Due to multiple factors such as early planning,construction execution,and external environment,investment control still faces many challenges.It involves a large amount of overall organization and management work,often resulting in a large number of unfavorable factors such as claims disputes,engineering changes,and external environmental fluctuations during construction due to poor organizational management,leading to investment exceeding the budget or the upper limit of investment decisions made by investors.Therefore,it is of great significance to systematically sort out the core logic of investment control during the implementation stage,identify key factors,and build a management method system to reduce costs and ensure project investment benefits.
