摘要
在当今全球经济一体化背景下,东北地区作为中国老工业基地,面临着经济转型和高质量发展的重大挑战,人才振兴成为推动其经济高质量发展的核心动力。基于此,分析东北地区人才现状及其对经济高质量发展的影响,人力资本弱化、人才结构错配及激励机制滞后是制约东北经济高质量发展的三大瓶颈。因此,实施人才振兴战略,通过政策引导、教育改革和创新创业环境优化等措施,吸引和培养高素质人才,成为促进东北地区经济高质量发展的关键路径。研究进一步提出,东北需以产业升级为导向重构教育供给体系,深化“揭榜挂帅”等制度创新激活科研潜能,并通过安居工程、生育支持政策优化人才发展软环境。
Against the backdrop of today's global economic integration,Northeast China,as an old industrial base in China,faces significant challenges in economic transformation and highquality development.Talent revitalization has become the core driving force for promoting its high-quality economic development.By analyzing the current state of talent in Northeast China and its impact on high-quality economic development,it reveals that the weakening of human capital,mismatched talent structure,and lagging incentive mechanisms are the three major bottlenecks constraining the high-quality economic development of Northeast China.Therefore,implementing a talent revitalization strategy,through policy guidance,educational reform,and optimization of the innovation and entrepreneurship environment,to attract and cultivate highquality talent,is a key path to facilitate the high-quality economic development of Northeast China.The study further proposes that Northeast China needs to restructure its education supply system with industrial upgrading as the orientation,deepen institutional innovations such as challenge-based mechanism to activate scientific research potential,and optimize the soft environment for talent development through housing projects and fertility support policies.
