摘要
为了确保露天煤矿外包生产剥离过程中承包商的安全管理工作落实到位,提升承包商的安全管理能力,推动露天煤矿整体安全生产管理水平的提升,研究并探讨了承包商当前的安全管理能力水平,构建了评估模型和管控措施,借助AHP(层次分析法)和模糊综合评价法建立了评估模型。结果表明:通过科学合理的安全管理措施,如加强承包商的安全教育、提升员工安全意识、健全矿山内部安全管理机制等,可以显著提高承包商员工的自我保护能力,进而提升露天煤矿的整体安全生产管理水平。
In order to ensure the implementation of the safety management work of the contractor in the process of subcontracting stripping production in open-pit mines,to improve the safety management capability of the contractor and promote the improvement of the overall safety production management level of open-pit coal mines,the article studies and discusses the current safety management capability level of the contractor,and constructs the evaluation model and control measures,and establishes the evaluation model with the help of AHP(Analytic Hierarchy Process)fuzzy comprehensive evaluation method.The results show that through the scientific and reasonable safety management measures such as strengthening the safety education of the contractor,improving the safety awareness of employees and improving the safety management mechanism of the mine,the self-protection ability of the contractor's employees can be significantly improved,and then the overall safety production management level of open-pit coal mine can be improved.
