摘要
当前,智库发展正面临“如何获取高质量统计产品支持决策”的痛点。统计部门是数据供应商,智库是数据加工商,但现实中常出现“供应商交货延迟”或“加工商不会用新材料”的脱节状况。在这种情况下,综合统计现代化运用现代信息技术、数据科学方法和先进管理理念,构建智能化、一体化、高价值统计生态系统,完成对传统统计体系的系统性变革与升级,对服务智库发展具有非常重要的实践意义。但是,实践中存在刻画事物维度单一、数据填报负担较重、不同对象异质性导致数据不可比性等局限。为更好解决这些问题,本文在系统梳理当前多源数据融合和综合统计现代化文献的基础上,总结综合统计现代化理论基础,提出多源数据综合统计现代化发展理论。具体包括多源数据采集理论、综合统计现代化发展指数构建理论以及可视化分析理论,以实现对综合统计现代化发展状况的评估与监测,为服务智库发展提供方法支持和实践参考。
Think tanks now face a critical challenge in their development:how to access high-quality statistical outputs for evidence-based decision-making.Statistical agencies serve as data suppliers,while think tanks act as data processors.However,a persistent disconnect exists—manifested as delays in supplier deliveries or processors inability to utilize novel data materials.In this case,comprehensive statistical modernization applies modern information technology,data science methods,and advanced management concepts to build an intelligent,integrated,and high-value statistical ecosystem,completing a systematic transformation and upgrade of the traditional statistical system,which holds significant practical implications for advancing think tank development.However,there are common-seen limitations such as a single dimension for depicting things,a heavy burden of data reporting,and the heterogeneity of different objects leading to data incomparability.To better address these issues,the article systematically reviewed the current literature on multi-source data fusion and modernization of comprehensive statistics,summarized the theoretical basis of modernization of comprehensive statistics,and proposed the comprehensive statistical modernization development theory of multi-source data.Specifically,the theory consists of a multi-source data collection theory,a comprehensive statistical modernization development index establishment theory,and visualization analysis theory,which help to accomplish the evaluation and monitoring of the development status of modernization of comprehensive statistics can be achieved,and provide methodological support and practical reference for think tank development.
