摘要
科技体制改革是我国科技事业实现历史性、整体性、格局性变化的重要保障。坚持既定的改革方针、正确的改革方略和科学的改革方法,是中国科技体制改革取得显著成效的重要经验。依循改革方针、改革方略、改革方法的分析框架,对中国科技体制改革的逻辑主线和总体进展进行系统分析探讨。从方针之维来看,科技体制改革旨在促进科技和经济紧密结合。从方略之维来看,科技体制改革以构建中国特色国家创新体系为依托。从方法之维来看,科技体制改革注重与经济、教育等相关领域改革的协同联动。新形势下,应保持科技体制改革方针、方略、方法的衔接性、连续性。“十五五”时期,按照党的二十届三中全会的决策部署,在改革方针上,要聚焦于促进科技创新与产业创新深度融合;在改革方略上,要致力于提升国家创新体系整体效能;在改革方法上,要统一于构建支持全面创新体制机制。
The reform of the science and technology system is of vital importance to ensure the historic,comprehensive and far-reaching changes of China’s science and technology undertakings.Adhering to the established reform principles,correct strategies and scientific methods has been essential to the remarkable achievements in China’s science and technology system reform.Using the analytical framework consisting of reform principles,strategies and methods,this paper conducts a systematic analysis of the logic and overall progress of China’s science and technology system reform.From the perspective of principles,the reform aims to integrate science and technology with the economy.In terms of strategies,it focuses on building a Chinesestyle national innovation system.Regarding methods,it emphasizes coordination with reforms in related fields,including economy and education.Amid new situations,it’s essential to maintain the consistency and continuity of the reform principles,strategies and methods.During the 15th Five-Year Plan period,in line with the deployment of the third plenary session of the 20th CPC Central Committee,the reform should concentrate on promoting the deep integration of scientific and technological innovation with industrial innovation,enhancing the overall efficiency of the national innovation system,and establishing mechanisms and systems that support comprehensive innovation.
