基于SWOT分析的医联体发展战略研究

摘要 医联体作为优化医疗资源配置、推动分级诊疗制度建设的重要载体,在我国医改进程中发挥着关键作用。本文运用SWOT分析法,系统梳理医联体内部的优势与劣势,以及所面临的外部机会与威胁,并选取天津战区制医联体、长三角智慧医联体、深圳紧密型医联体三地典型实践进行案例剖析。研究发现,医联体在提升资源整合效率、推动服务标准化、强化应急响应能力方面成效显著,但仍存在跨机构协同治理机制不健全、利益分配模式僵化、基层人才短缺与数据安全风险等问题。据此,本文提出包括构建协同治理机制、完善利益共享机制、加强人才供给保障、加快信息化建设、拓展全周期服务、健全政策保障体系在内的六大战略建议,以期为医联体的高质量、可持续发展提供理论支持与实践路径。 As a pivotal mechanism for optimizing the allocation of healthcare resources and advancing the hierarchical diagnosis and treatment system,medical consortia have played a critical role in the ongoing reform of China’s healthcare system.This study employs a SWOT analytical framework to systematically assess the internal strengths and weaknesses of medical consortia,as well as the external opportunities and threats they encounter.Drawing upon three representative case studies—the wartime zone-based consortium in Tianjin,the smart consortium in the Yangtze River Delta,and the closely integrated consortium in Shenzhen—the research provides a comprehensive examination of regional innovations and implementation outcomes.Findings reveal that while medical consortia have significantly enhanced resource integration,promoted service standardization,and strengthened emergency response capabilities,persistent challenges remain.These include underdeveloped cross-institutional governance structures,rigid benefit-sharing mechanisms,shortages of qualified grassroots personnel,and potential risks associated with data security.In response to these issues,the study proposes six strategic recommendations:establishing collaborative governance frameworks,improving benefit distribution models,reinforcing talent development,accelerating digital transformation,expanding full-cycle service delivery,and strengthening policy support.These strategies aim to provide both theoretical insights and practical guidance for the high-quality and sustainable development of medical consortia in China.
