摘要
作为现代农业发展的核心载体,新型农业经营主体为保障国家粮食安全、推动乡村全面振兴、促进农民持续增收提供了关键支撑。推动新型农业经营主体实现提质强能增效,是加快推进农业农村现代化进程、加快建设农业强国的内在要求与必由之路。实践表明,随着进一步深化农村改革、扎实推进乡村全面振兴,新型农业经营主体提质强能增效面临着土地流转不畅、制度政策多重掣肘、资金融通困难、利益联结失衡、人才资源匮乏等现实困境。基于对这些问题的深入剖析,可通过健全土地流转服务以助力农业提质增效、创新制度供给以激活主体内生动力、强化金融引擎以破解资金融通难题、完善利益分配机制以构建共享共赢平台、聚焦人才资源以筑牢主体发展根基,为农业强国建设注入持久动能与坚实支撑。
As the core carrier of modern agricultural development,new agricultural management entities provide key support for ensuring national food security,promoting the overall revitalization of rural areas,and promoting the continuous increase of farmers'income.Promoting the new agricultural management entities to enhance quality and efficiency is the inherent requirement and the only way to accelerate the process of agricultural and rural modernization and accelerate the construction of a strong agricultural country.With the further deepening of rural reform and the solid promotion of comprehensive rural revitalization,practices show that the new agricultural business entities are faced with practical difficulties such as impediments in land transfer,multiple institutional and policy constraints,financing difficulties,imbalances in benefit-sharing mechanisms,and shortages of human resources.Through in-depth analysis of these issues,this study argues that efforts should focus on improving land transfer services to enhance agricultural efficiency,innovating institutional supply to unleash endogenous vitality,strengthening financial engines to crack financing problems,refining benefit distribution mechanisms to construct the shared platform,and consolidating talent resources to reinforce the development foundation.These strategies will inject lasting momentum and provide solid support for the construction of a strong agricultural country.
