摘要
推进污水处理提质增效,实现生活污水“全覆盖、全收集、全处理”是改善长江流域生态环境质量的重要举措,也是共抓长江大保护的重要内容。通过回顾长江经济带多个中小城市污水处理提质增效和水环境治理工程实践,对项目工程目标、本底调查、方案制定、质量管控、运维管理等方面的关键点进行了总结和思考。研究认为,实现污水处理提质增效不仅需要各参建方在工程全阶段做好本职工作,更需要地方政府高位推进、靠前指挥,在合理制定工程目标的基础上,系统考虑工程建设内容和工程施工时序,建立排查、设计、施工的正向反馈机制,严格工程质量的检测和验收。
Promoting the quality and efficiency improvement of municipal wastewater treatment to achieve“full coverage,full collection,and full treatment”of municipal wastewater is not only an important measure to improve the ecological environment quality of the Yangtze River basin but also a crucial component of the Yangtze River protection.By reviewing the practice of quality and efficiency improvement of municipal wastewater treatment and water environment treatment projects in multiple small and medium‑sized cities within the Yangtze River economic belt,key points such as project objectives,wastewater pipe network investigation,plan formulation,quality control,and maintenance management were summarized and reflected upon.The quality and efficiency improvement of municipal wastewater treatment requires not only all participating parties to perform their roles effectively throughout the entire project stage,but also necessitates high‑level promotion and coordination by local governments.On the basis of reasonably setting project goals,it was important to consider the construction content and timing of the project systematically,and establish a coordinated positive feedback mechanism for investigation,design,and construction,and strictly monitor and acceptance check for the project quality.
