摘要
基础研究是颠覆性技术创新的源泉,同时颠覆性技术创新也是基础研究的动力,但现有研究缺乏对于两者之间关系及其作用模式进行系统和针对的探讨。围绕“基础研究与颠覆性技术创新如何相互作用”这一核心问题,分析了基础研究对颠覆性技术创新的影响效应,并归纳和阐述了两者间的三种作用模式:衍生型、促发型和协同型。在此基础上,探讨了面向颠覆性技术创新的基础研究管理机制以及政策建议,以期为政府部门和企业推进基础研究以全面提升颠覆性技术创新能力提供参考借鉴。
Basic research is the source of disruptive technological innovation,and disruptive technological innovation is also the driving force of basic research.However,the existing research still lacks systematic and specialized discussion on the relationship between them and their action modes.Focusing on the core issue of how basic research and disruptive technological innovation interact,this paper first analyzes the impact of basic research on disruptive technological innovation,summarizes and elaborates three modes of interaction between them:derivative,promotive and synergistic.On this basis,the management mechanism of basic research oriented to disruptive technological innovation and the policy suggestions are discussed,with a view to providing reference for the government departments and enterprises to promote basic research in order to comprehensively enhance the capacity of disruptive technological innovation.
