摘要
基于自然基础设施的理念,将生态空间视为为城市提供淡水供给、气候调节、灾害缓解、水质净化、休闲游憩等服务功能的基础设施,已成为国际生态建设的前沿理念。但相关研究以内涵解构为主,尚缺乏具体生态空间规划方法的转化研究。因此,本研究在剖析自然基础设施功能特性的基础上,结合我国国土空间规划层级和生态空间管理要求,构建基于“尺度—要素—功能”的城市生态空间规划框架,从区域、城市、社区3个尺度提出自然基础设施“格局优化—功能协同及供需匹配—多宜性功能塑造”的多层级目标协同的规划策略,探索自然基础设施体系建设的目标导向、内容框架及实施方法,为该理念在生态空间规划中应用提供理论参考。
Nature-based infrastructure(NBI)regards ecological spaces as infrastructure that provides cities with services such as freshwater supply,climate regulation,disaster mitigation,water purification,and recreational opportunities,making it a cutting-edge concept in international ecological construction.However,existing research has primarily focused on conceptual deconstruction,with limited translation into specific ecological spatial planning methods.Therefore,based on an analysis of the functional characteristics of natural infrastructure,this study integrates China’s territorial spatial planning hierarchy and ecological space management requirements to construct an urban ecological spatial planning framework centered on“scale-elements-functions.”It proposes multi-level coordinated planning strategies aimed at“pattern optimization,functional synergy and supply-demand matching,and shaping multi-adaptive functions”for NBI across regional,city,and community scales.The study further explores the goals,content,and methods for building a nature-based infrastructure system,providing a reference for incorporating the concept of NBI into ecological spatial planning.
