摘要
《知识产权强国建设纲要(2021-2035年)》等文件的出台及《专利法》等法律的相继修订,表明党中央、国务院高度重视知识产权工作。在此背景下,全社会保护知识产权的意识进一步提升,但现阶段保护与促进工作仍需进一步优化。由于地方缺乏强效政策导致高价值的知识产权保护与运用处于较低水平,且缺乏有力保护措施致使侵权行为易发、多发,从而限制了知识产权整体质量与运用效益。因此,为加快发展新质生产力,T市强调加快知识产权地方立法,通过立法推动建立高效的知识产权综合管理体制,以期形成具有特色的知识产权强市制度体系。
With the introduction of documents such as the Outline for the Construction of an Intellectual Property Power(2021-2035)and the successive amendments to laws including the Patent Law,it demonstrates that the Central Committee of the Communist Party of China and the State Council highly prioritize intellectual proper-ty work.Against this backdrop,the awareness of intellectual property protection across the society has been fur-ther enhanced.Nevertheless,at the current stage,the work of intellectual property protection and promotion still requires further optimization.Due to the lack of effective local policies,the protection and utilization of high-value intellectual property rights remain at a relatively low level.Additionally,the absence of robust protective measures makes infringement prone to occur frequently,which restricts the overall quality and utilization efficien-cy of intellectual property rights.Therefore,in order to accelerate the development of new-quality productivity,City T emphasizes the need to expedite local legislation on intellectual property rights.There is an urgent need to promote the establishment of an efficient comprehensive intellectual property management system through legislation,with the expectation of forming a distinctive institutional system for building a strong intellectual property city.
