摘要
随着党中央对基层减负工作的高度重视,基层负担在一定程度上有所减轻,但处于国家治理体系最末端的村干部对于基层减负的获得感并不高。文章基于对A市村干部的抽样调查,对村干部负担及其成因的分析,提出上级部门应提高共情能力,坚持实事求是的工作作风、加大统筹调配力度,确保上级要求与村级承载力相匹配、完善考评体系,畅通自下而上诉求表达渠道,强化组织关心关爱的对策建议。
With the high attention of the Party Central Committee to the work of reducing burdens at the grassroots level,the burden on grassroots has been reduced to a certain extent.However,village cadres at the end of the national governance system do not have a high sense of achievement in reducing grassroots burdens.Based on a sampling survey of village cadres in City A,this article analyzes the burden and causes of village cadres,and proposes that higher-level departments should improve their empathy ability,adhere to a pragmatic work style,increase overall coordination and allocation efforts,ensure that higher-level requirements match the carrying capacity of the village level,improve the evaluation system,open up channels for expressing appeals from bottom to top,and strengthen organizational care and support.
