摘要
轨道交通“四网融合”建设是打造现代化城市群、都市圈的时代要求和重要支撑。实现轨道交通“四网融合”,难点在于如何发挥城际铁路、市域(郊)铁路在轨道交通网络体系中的“承上启下”作用,强化多层次轨道交通网络互联互通,全面提升整体运输效率,促进轨道交通一体化发展。本文在梳理轨道交通“四网融合”重点发展政策的基础上,深入分析当前市域(郊)铁路发展现状及存在问题,借鉴国外都市圈轨道交通发展成功经验,从顶层规划、融合建设、技术装备、运输服务、运营安全等多维度,提出发展策略,同时明确发展策略要综合考虑发展阶段、相关政策、技术成熟度等因素,确定优先级排序。
The"Four-Network Integration"for rail transit system is an imperative of the times and a critical support for building modern city clusters and metropolitan areas.The challenge of achieving the"Four-Network Integration"in rail transit system is how to enable intercity and suburban(regional)railways to fulfill their pivotal bridging role within the rail transportation network hierarchy,strengthening multi-level interconnectivity across rail networks,comprehensively enhancing overall transport efficiency,and promoting unified development of rail transit systems.This paper systematically reviews key development policies on rail transit"Four-Network Integration",conducts indepth analysis on current development status and challenges of suburban(regional)railways,and draws insights from international metropolitan rail transit practices,and proposes development strategies covering:top-level planning,integrated construction,technical equipment,transport services,and operational safety.Furthermore,the study emphasizes the need to prioritize these strategies based on developmental stages,policy frameworks,and technological readiness to ensure phased and targeted implementation.
