摘要
本文全面分析并归纳了英国国家档案馆与公众沟通的三条实践经验:积极主动公开信息、开通多元反馈渠道、设置用户咨询组;进而基于哈贝马斯的交往理性视角,勾勒出档案馆与公众的三项沟通机制,包括透明化与逻辑化的信息公开机制、组织规范下的严谨沟通程序机制,以及深度互动与直白表达并行机制。最后为我国档案馆提高与公众的沟通质量提出三方面建议:提高档案馆亲民度,完善信息公开组织方式;优化档案馆网站功能,构建理想的言说情景;加强主体间认同,共筑沟通规范。
This paper analyzes and summarizes three practical approaches to communication between The National Archives of the United Kingdom and the public:proactive information disclosure,establishment of diverse feedback channels and institution of User Advisory Group.Based onJürgen Habermas's theory of communicative rationality,these resorts facilitate the development of a communication mechanism between archives and the public,encompassing the following three dimensions:the mechanism for transparent and logical information disclosure,the mechanism for rigorous communication procedures guided by organizational norms,and the dual mechanism that combines in-depth interaction with straightforward expression.In conclusion,to enhance the quality of communication between Chinese archives and the public,this paper proposes three suggestions:increasing the approachability of archives while improving the organization of information disclosure,optimizing the functionality of archival websites to foster an ideal discursive environment and strengthening intersubjective recognition to collectively build communication norms.
