摘要
《电子档案管理办法》首次提出“推动电子档案全过程管理能力评估”,对于提升电子档案管理效能、推进电子档案单套制管理具有突破性意义。基于对电子档案全过程管理能力评估的必要性和可行性,从评估主体和客体两个角度,提出构建多元协同的评估体系:强化档案主管部门的监督与指导,推动开展系统化自我评估,并引入第三方力量参与评估。立足于《电子档案管理办法》及相关法规标准,明确电子档案全过程管理能力评估体系由基础业务建设、设施系统建设、组织保障等要素构成,并倡导采用科学合理评估方法,推动评估落实落细。
The Measures for the Management of Electronic Archives proposed for the first time the"promotion of full-process electronic archives management capability assessment",which is groundbreaking for improving the effectiveness of electronic archives management and promoting the single-set management of electronic archives.Based on the necessity and feasibility of full-process electronic archives management,this paper proposes the construction of a multi-faceted and collaborative assessment system from both the assessment subject and object:strengthening the supervision and guidance of archives management departments,promoting systematic self-assessment,and involving third-party participation in the assessment.Based on the Measures for the Management of Electronic Archives and related laws,regulations,and standards,it clarifies that the full-process electronic archives management capability assessment system consists of elements such as basic business development,facility system construction,and organizational support.It also advocates the use of scientific and reasonable assessment methods to promote the detailed implementation of the assessment.
