摘要
随着网络的快速发展,网络信息爆炸式的传播,当新媒体1.0时代、2.0时代,乃至3.0时代到来时,越来越多的患者把网络作为发表诉求的场所,公立医院以往的网络舆情管理体制、机制受到挑战和冲击,迫切需要在原有机制上作出回应并进行创新,以保证工作正常开展。文章结合案例分析公立医院网络舆情管理的现状,试从提升管理意识、理顺协同机制;明确量化指标、构建绩效考核激励机制;加大支持力度、完善保障机制;拓宽监测范围、优化新媒体舆情预警机制4个方面展开,探索出完善的建议与对策。以公共管理学的视角提出建议和对策,填补研究空白,为今后公立医院的网络舆情管理提供借鉴。
With the rapid development of the Internet and the explosive dissemination of network information,as the new media 1.0,2.0,and even 3.0 era arrives,more and more patients are encouraged to use the internet to express their appeals.The traditional network public opinion management system and mechanism of public hospitals are challenged and impacted,and there is an urgent need to respond and innovate the existing mechanism to ensure the normal operation of work.The article combines case studies to analyze the current situation of online public opinion management in public hospitals and attempts to explore improved suggestions and countermeasures on four fronts:enhancing management awareness and rationalizing the coordination mechanism;clarifying quantitative indicators and establishing a performance assessment and rewards;providing more support and improving the guarantee mechanism;expanding the monitoring scope and optimizing the early warning system for public opinions on new media.It proposes advice and countermeasures from the perspective of public management to fill the research gap and provide references for the online public opinion management of public hospitals in the future.
