摘要
国家安全法治体系是维护国家安全与利益的根本手段。为坚定贯彻“一国两制”方针,遏制在香港地区凸显的日益严峻的国家安全风险和挑战,全国人大常委会制定中国香港国安法,创新性地在“一国两制”框架下构建了中国香港维护国家安全的法治体系。在法律实施短短的五年间,中国香港维护国家安全法治体系走过了奠基、发展和落实的持续发展之路,并在运行高效的执法和公正鲜活的司法实践中得以持续充实,发展了理论,健全了制度、取得了显著的治理成效。未来中国香港维护国家安全法治体系还将在不断回应立法、执法和司法实践中的问题而日益丰富和完善。
The national security legal system is a fundamental means of safeguarding national security and interests.To firmly implement the principle of“one country,two systems”and curb the increasingly severe national security risks and challenges in Hong Kong region,the National People’s Congress enacted and implemented the Hong Kong of China National Security Law,which innovatively established a rule of law system for safeguarding national security in Hong Kong region under the“one country,two systems”framework.In the short span of just five years since the law’s launch,Hong Kong’s of China National Security Legal System has undergone a journey of establishment,development,and enforcement,getting consistently strengthened through efficient law implementation and fair,dynamic judicial practices.In the future,the Hong Kong of China national security legal system will continue to evolve and improve by addressing issues arising from legislative,law enforcement,and judicial practices.
