摘要
过去五年来,中国香港国安法在香港地区的实施产生了多方面的政治和社会效应,实际上重塑了香港地区的政治和社会生态,不但让香港地区从由乱到治迈向由治及兴,更让香港地区社会得以全面和准确贯彻“一国两制”,尤其包括落实“爱国者治港”原则和体现行政主导原则。这些政治和社会效应包括香港地区人的政治文化的改变、反中乱港势力的消亡、香港地区选举制度的改革、国家安全意识的提升、爱国阵营的壮大、外部势力的消退、特区政府维护国家安全能力的提升、行政立法的良性互动、特区政府更积极作为、特区政府在公共行政领域更能维护国家安全、国家安全在社会众多领域中得到更好的维护、国民教育得以更有效开展等。
Over the past five years,the implementation of the Hong Kong of China National Security Law has generated multifaceted political and social effects in Hong Kong region,substantially reshaping its political and social landscape.Not only has it enabled Hong Kong region to transition from“chaos to order”and then to“prosperity,”but it has also ensured the comprehensive and exact implementation of the“one country,two systems”principle.In particular,it includes realizing the policy of“patriots governing Hong Kong”and embodying the principle of“the executive-led governance.”These political and social effects encompass changes in the political culture of Hong Kong region people,the demise of anti-China and destabilizing forces,fundamental reforms to Hong Kong's region electoral system,the popularization of national security awareness,the strengthening of the patriotic camp,and the retreat of external forces.More significantly,these changes are seen in the enhanced capability of the Hong Kong Special Administrative Region(HKSAR)Government in safeguarding national security,the establishment of positive interaction between the executive and legislative branches,a more proactive and effective HKSAR Government,improved safeguarding of national security in public administration,better protection of national security across various social sectors,and more effective implementation of national education programs.
