Evaluating the Construction of Teachers’Ethics and Conduct:Theoretical Framework and Regional Practice

摘要 对师德师风建设的评估诊断是高质量教育体系的重要构成部分。在以县为主的教育管理模式下,我国亟待开发一套能够适应师德师风建设区域化特性的评估工具。本研究运用德尔菲法建构了以组织文化为条件、以制度规范为过程、以教师表现为结果的区域性师德师风建设评估框架,并对中部地区L县的中小学进行了第三方评估的区域实践,确证了师德师风建设评估指标的结构效度,揭示了县域师德师风建设存在管治文化、制度冗余和效果不均等实践误区。为此,县域教育应建立多中心建设格局,把握制度限度以激活教师的道德主体性并基于情境差异提高建设针对性。 Evaluation and diagnosis of teachers’ethics and conduct are essential components of a highquality education system.Under the county-based education governance model in China,there is an urgent need for evaluation tools that reflect the regional characteristics of teachers’ethics construction.This study uses the Delphi method to develop a regional evaluation framework that conceptualizes organizational culture as the contextual condition,institutional norms as the procedural pathway,and teachers’performance as the outcome.A third-party evaluation was conducted in primary and secondary schools in L County in central China to pilot the framework.The evaluation confirmed the structural validity of the proposed indicators and identified several pitfalls in local practice,including an overemphasis on governance culture,institutional redundancy,and uneven implementation outcomes.To address these challenges,county-level education authorities should adopt a multicentric development model,respect institutional boundaries to foster teachers’moral agency,and tailor ethics initiatives to situational differences to enhance effectiveness.
