“特岗计划”实施二十年:历史成就、现实困境与实践路径 被引量:2

Two Decades of the“Special-Post Teacher Program”in China:Historical Achievements,Ongoing Dilemmas,and Prospective Pathways

摘要 “特岗计划”是我国历时最长、投入最多、力度最大、辐射最广的农村教师补充政策之一,在二十年的实施过程中实现了动态性调适与体系化运行。一方面,社会要素的有机嵌入是“特岗计划”平稳实施的逻辑动力;另一方面,“特岗计划”在动态性调适的过程中取得了师资队伍从数量增长到结构优化、教育实践从选择乡村到扎根乡土、治理过程从有序介入到协同发展的历史成就。与此同时,乡土融入与身份脱嵌的情感矛盾、追求稳定与向上流动的职业选择以及政策供给与政策执行的行为偏差仍是特岗教师“留不住”的重要原因。总体而言,当前我国“特岗计划”已逐渐形成规范化的运行体系,形成了一条具有发展性、协同性、积极性与科学性的实践路径。 The“Special-Post Teacher Program”is one of the longest-lasting,most invested,most intensive,and most widely covered supplementary policies for rural teachers in China.It has achieved dynamic adjustment and systematic operation over the two decades of implementation.On the one hand,the organic embedding of social elements is the logical driving force for the smooth implementation of the“Special-Post Teacher Program”.On the other hand,in the process of dynamic adjustment,the program has achieved the historic progress:the teaching force has shifted from quantitative growth to structural improvement,educational practice has evolved from merely serving the countryside to becoming rooted in local communities,and the governance process has advanced from orderly intervention to coordinated development.At the same time,the emotional dilemma between local integration and identity disembedding,the career choice between pursuing stability and upward mobility,and the behavioral deviation between policy supply and policy implementation are still the important reasons why special-post teachers are“hard to retain”.In general,at present,China’s“Special-Post Teacher Program”has gradually formed a standardized operation system and established a practical path characterized by development,synergy,proactiveness,and scientificity.
