摘要
南京市涉农区多位于低山丘陵区域,本地水资源量少且分布不均,易发生干旱灾害。经多年建设,目前南京市已形成较为完备的工程和非工程相结合的干旱灾害防御体系,面对2022年历史罕见严重干旱,粮食总体产量保持平稳;对比2011年干旱,夏粮亩均产量增产13.6%,未出现农作物绝收及明显经济损失,居民正常生活用水未受影响,干旱防御成效显著。但也存在抗旱水源引调水效能不高、蓄水翻水工程能力不足、服务保障有待进一步增强等问题。为更好应对愈加频发的极端天气和反常的干旱灾害,文章从现代化水网格局、水源源头控制、蓄水保水工程建设和非工程措施等方面提出了强化南京市抗旱工作的相关建议,可为防御干旱工作提供借鉴和参考。
The agricultural areas in Nanjing are mostly located in low mountain and hilly areas,where the local water resources are scarce and unevenly distributed,causing them prone to drought disasters.After years of construction,Nanjing has formed a relatively complete drought disaster prevention system that combines engineering and non-engineering.Faced with a rare and severe drought in 2022,the overall grain production remained stable.Compared with the drought in 2011,the average yield per mu of summer grain increased by 13.6%,and there was no crop failure or significant economic loss.The normal living water supply of residents was not affected,and the drought prevention effect was significant.However,there are also problems such as low efficiency of water diversion from drought resistant water sources,insufficient capacity of water storage and turning projects,and the need to further enhance service guarantees.In order to better cope with increasingly frequent extreme weather and abnormal drought disasters,this article proposes relevant suggestions for strengthening drought resistance work in Nanjing from the aspects of modern water network pattern,source control of water sources,construction of water storage and conservation projects,and non-engineering measures,which can provide reference and guidance for drought prevention work.
