摘要
作为国家生态文明试验区,贵州依托喀斯特地貌独特的生态资源禀赋,积极探索生态产品价值实现的路径与机制创新,对破解生态保护与经济发展的矛盾、推动区域绿色转型均具有重要意义。研究发现,贵州基于“生态+文化+旅游”的复合业态,利用生态产品确权登记、GEP核算体系、市场化交易及数字化管理等手段,融制度设计、技术创新、市场运作为一体,在机制层面建立了生态产品确权、交易及数字化管理全产业链机制。机制创新通过三重路径驱动区域经济:一是促进产业结构绿色升级,培育生态农业、康养旅游等新增长点;二是优化要素配置,依托跨区域补偿机制打破行政壁垒;三是拓展价值增值空间,实现“资源-资产-资本”高效转化。然而,当前仍然存在跨区联动协调度不足、核算标准口径不一等问题,还需进一步完善“双考核”制度(GDP与GEP并重)、健全市场化补偿机制及推广并完善多方共治体系。
As a national ecological civilization pilot zone,Guizhou,relying on the ecological resource endowment of karst landforms,actively explores the innovation in the value realization path and mechanism of ecological products,which is of great significance to addressing the contradiction between ecological conservation and economic development,and promoting the green transformation of the region.It is found that based on the composite business pattern of“ecology+culture+tourism,”Guizhou has established an ecological product ownership confirmation,trading,and digital management mechanism across the entire industrial chain through ecological product ownership confirmation,GEP accounting system,market-oriented trading,and digital management.The mechanism combines system design,technological innovation,and market operations.Mechanism innovation propels the development of regional economy through triple paths:first,promoting green upgrading of the industrial structure,cultivating new growth drivers such as eco-agriculture and wellness tourism;second,optimizing factor allocation,breaking down administrative barriers relying on the trans-regional compensation mechanism;and third,expanding the value-added space and realizing the efficient transformation of“resource-asset-capital.”However,there are still some challenges such as insufficient inter-regional coordination and different accounting standards.Thus,it is necessary to continue to improve the“dual assessment”system(GDP and GEP),improve the market-based compensation mechanism,and promote and improve the multi-party management system.
