摘要
高质量发展是全面建设社会主义现代化国家的首要任务。如何借助国家自主创新示范区打造高质量产业集群,已成为当前质量研究亟待解决的关键问题。本文以21个国家自主创新示范区的产业数据为研究样本,运用模糊集定性比较分析(fsQCA)方法,系统探索示范区建设高质量产业集群的条件组态和多元路径。研究发现:(1)单个质量条件变量并不构成示范区建设高质量产业集群的必要条件;(2)质量形象、质量环境、质量人才、质量技术、质量效能和质量驱动力的共同作用是示范区建设高质量产业集群的重要力量,同时存在3条形成非高质量产业集群的路径;(3)与单一城市的国家自主创新示范区相比,城市集群模式下的示范区建设在产业集群质量与实力上整体偏低。基于此,本文从提升质量形象、改善质量环境、培养质量人才和创新质量管理体系等方面提出相关建议,以供参考。
High-quality development is an important task in building a modern socialist country.How to build high-quality industrial clusters relying on national independent innovation demonstration zones is an urgent issue in quality research.With the industrial data on 21 national independent innovation demonstration zones as the samples,this study explores the configurations of conditions and multivariate paths for building high-quality industrial clusters in demonstration zones using the fsQCA method.The study discovers that:(1)a single quality condition variable does not constitute a necessary condition for building high-quality industrial clusters in demonstration zones;(2)quality image,quality environment,quality talents,quality technology,quality effectiveness,and quality driving force constitute an important force for building high-quality industrial clusters in demonstration zones,and at the same time there are three paths to form non-high-quality clusters;(3)compared with industrial clusters developed relying on national independent innovation demonstration zones involving single cities,those developed relying on demonstration zones involving city clusters tend to have lower quality and weaker strength on the whole.Based on this,the paper proposes relevant recommendations from several aspects,including enhancing quality image,improving the quality environment,cultivating quality-oriented talent,and innovating quality management systems,for reference.
