摘要
为了应对全球气候变化带来的严峻挑战,本研究通过系统分析城市供水系统韧性建设管理面临的风险与自身脆弱性,建立了多层次、可量化的“评价-模拟-结构-治理”闭环城市供水系统韧性评价体系,并科学评估了适用评价模型,提出了转变规划理念、增强工程设施冗余性、加强智慧平台调度以及协同高效应急保障等四项韧性提升策略,为城市供水从被动防御转向主动韧性管理提供理论与实践路径。
To address the severe challenges posed by=global climate change,this study conducted a systematic analysis of the risks and vulnerabilities faced in the construction and management of urban water supply system resilience.It established a multi-level,quantifiable"evaluation-simulation-structure-governance"closed-loop evaluation system for urban water supply system resilience,scientifically assessed the applicability of evaluation models,and proposed four resilience enhancement strategies:transforming planning concepts,enhancing the redundancy of engineering facilities,strengthening smart platform scheduling,and coordinating efficient emergency response.These strategies provide theoretical and practical pathways for urban water supply systems to transition from passive defense to proactive resilience management.
