摘要
“大国小农”是我国的基本国情、农情,决定了我国有必要探索经典模式之外的农业现代化路径,促进小农户与现代农业有机衔接。江汉平原H村在“小田并大田”改革基础上,探索出一条以农民为主体的内生式农业农村现代化道路,有效助力了乡村振兴。该道路以优化和巩固“自种户+扩大规模经营户”的自发秩序为核心,从破解土地细碎化困境、强化村社集体统筹功能、发育现代化的社会化服务、促进扩大规模经营户的稳定发展和代际传承四个方面展现了农业农村现代化发展的面向。内生式农业农村现代化之所以可能,与“小田并大田”改革的四种实践机制紧密相关:一是城乡融合中的生计赋能和身体在场机制;二是支部引领下的宣传动员和目标凝聚机制;三是以小组为单元的村民自治和自主决策机制;四是村集体统筹下的利益调平机制。“小田并大田”改革在形塑内生式农业农村现代化道路的同时也推进了共同富裕、农耕文明传承及村庄有效治理,实现了农业农村现代化的同步发展。
"Big country,small farmers"is the basic national agricultural situation in China,which determines that it is necessary for China to explore agricultural modernization models beyond the classic path and promote the organic connection between small farmers and modern agriculture.On the basis of the"merging small fields with large fields"reform,H Village in the Jianghan Plain has explored an endogenous agricultural and rural modernization path with farmers as the main body,effectively promoting rural revitalization.This path focuses on optimizing and consolidating the spontaneous order of"self planting households+expanding scale operation households",and demonstrates the direction of modernization development from four aspects:solving the dilemma of land fragmentation,strengthening the collective planning function of villages and communities,developing modern socialized services,promoting stable development and intergenerational inheritance of expanding scale operation households.The endogenous modernization of agriculture and rural areas is achieved through four mechanisms:first,livelihood empowerment and physical presence mechanism in urban-rural integration;second,propaganda mobilization and goal cohesion mechanism under the guidance of Village Party Organization;third,village autonomy and autonomous decision-making mechanism based on groups;fourth,interest leveling mechanism under the overall planning of village collectives.Reform has not only shaped the path of endogenous agricultural modernization,but also promoted common prosperity,the inheritance of agricultural civilization,and effective village governance,achieving synchronous development of agricultural and rural modernization.
