摘要
2019年“修例风波”爆发,对中国香港社会造成巨大冲击,暴露出其选举体系存在缺陷。中央人民政府果断行使全面管治权,主导推进以“爱国者治港”为原则的选举制度改革。全国人大进行顶层设计,明确选举制度改革的基本思路和总体要求。香港特别行政区政府积极配合,修订本地配套法例,成功举行选举委员会选举、立法会选举和行政长官选举,香港特别行政区选举制度改革顺利完成。改革后的香港特别行政区选举制度符合“一国两制”方针,实现了维护中央全面管治权与保障特别行政区高度自治权的有机结合,中国香港繁荣稳定发展的制度基础得到根本性夯实。在其与《中华人民共和国香港特别行政区维护国家安全法》的共同作用下,中国香港关键领域改革稳步推进,融入国家发展大局走深走实,实现了由乱到治、由治及兴的良好局面。
The 2019“extradition bill incident”inflicted severe damage on Hong Kong society,exposing deficiencies in its electoral system.The Central People’s Government decisively exercised its comprehensive jurisdiction to advance electoral reforms guided by the principle of“patriots administering Hong Kong”.The National People’s Congress established the overarching framework,defining the fundamental approach and requirements for the reform.The Hong Kong SAR Government actively collaborated by amending local legislation,successfully conducting elections for the Election Committee,Legislative Council,and Chief Executive.This marked the successful completion of Hong Kong’s electoral reform.The refined system aligns with the“One Country,Two Systems”principle,integrating the safeguarding of the Central Government’s comprehensive jurisdiction with the protection of the SAR’s high degree of autonomy,thereby fundamentally consolidating the institutional foundation for Hong Kong’s prosperity and stability.Under its joint action with the Hong Kong Special Administrative Region Law of the People’s Republic of China on Safeguarding National Security,reforms in key areas in Hong Kong are steadily advancing.The degree of integration into the national development framework has deepened,achieving a transition from chaos to order,and from stability to prosperity.
