摘要
城中村治理是改善民生、推动城市高质量发展的重要举措,也是超大城市基层治理的重要课题。当前,城中村面临人口流动管控难、建筑密集隐患多、公服配套环境差等现状问题,治理方面存在信息数据空间孤岛、人工管理方式落后、应急响应支撑不足等治理痛点,在一定程度上制约了城中村高质量发展。为提升城中村治理水平、提高土地集约利用程度,本研究基于新型测绘手段打造城中村高精度实景三维底座,结合城中村空间信息和社会属性特点,汇聚多元信息形成空间关联,构建城中村“人-地-屋-车-场-网”时空要素底座并搭建城中村智慧化治理平台,形成了以时空信息为底座、数据关联为核心、事件处理为抓手的城中村智慧化治理模式,以科技赋能城中村转型升级,促进土地集约利用开发。
Urban village governance is a key measure for improving people’s livelihoods and promoting high-quality urban development,as well as an important topic in the governance of megacities.Currently,urban villages face challenges such as difficulties in managing population mobility,numerous safety hazards due to dense buildings,and poor public service and infrastructure environments.Governance issues include information and data silos,outdated manual management methods,and insufficient emergency response support,which to some extent,hinder the high-quality development of urban villages.To enhance urban village governance and improve land use efficiency,this study established a high-precision real-time threedimensional base for urban villages using new surveying methods and took into account the spatial information and social attributes of urban villages.It constructed a spatiotemporal element foundation of“people,land,building,vehicles,spaces,and networks”by collecting diverse information to form spatial connections and established a smart governance platform for urban villages.This forms a smart governance model for urban villages centered on spatiotemporal information as the founda⁃tion,data integration as the core,and event handling as the key,leveraging technology to empower the transformation of urban villages and promote the intensive utilization of land.
