Under Donald Trump’s first administration,the release of the National Security Strategy in December 2017 marked a pivotal shift in US policy toward China,officially ending the long-standing approach of“engagement”and introducing a new framework of“strategic competition.”1 Between 2017 and 2024,the US rolled out a series of measures aimed at pressuring,containing,and encircling China across multiple domains.During this period,China-US relations steadily deteriorated,reaching their lowest point since the establishment of diplomatic ties.2 Over the four years of Trump’s first presidential term and the subsequent four years under the Joe Biden administration,the US policy of strategic competition with China has continued to develop.It has now been systematically structured in terms of strategic planning,mobilization,and institutional support.This trend is unlikely to change in the near term.
