摘要
产业振兴是乡村全面振兴的物质基础,农业产业振兴的关键是占据农业全球价值链高端位置,而这一目标的实现必须以制度创新促进农业新质生产力发展。农业价值链升级为乡村振兴提供经济、技术和社会等多个维度支撑,乡村全面振兴为农业价值链的进一步升级创造有利的外部环境和条件。在全球价值链的视域下,我国农业长期处于价值链低端环节,在某些价值链环节已经出现低端锁定困境。要想实现乡村全面振兴,我国必须以制度创新为牵引,为农业新质生产力发展提供有力制度支撑,以技术创新为核心驱动力,通过构建农业创新系统促进产品创新,沿着农业价值链的演化轨迹稳步攀升,最终占据全球农业价值链的高端环节。聚集高端生产要素,持续积累我国农业的自主创新能力,是实现农业全球价值链升级和乡村全面振兴的基础。
Industrial revitalization is the material basis of rural comprehensive revitalization,and the key to agricultural industry revitalization is to occupy the high end of the agricultural global value chain.The upgrading of agricultural value chain provides multi-dimensional support of economy,technology and society for rural revitalization,and the comprehensive rural revitalization creates favorable external environment and conditions for further upgrading of agricultural value chain.From the perspective of global value chain,our country's agriculture has been at the low-end of value chain for a long time and has appeared low-end lock-in dilemma in different degrees.In order to realize the comprehensive rural revitalization,China must take the development of agricultural new quality productivity as the important starting point,take technological innovation as the core driving force,promote product innovation through the construction of agricultural innovation system,climb steadily along the evolution trajectory of the agricultural value chain,and finally occupy the high-end link of the global agricultural value chain.It is the foundation of realizing the upgrading of agricultural global value chain and consolidating industrial revitalization to continuously accumulate the independent innovation ability of Chinese agriculture by gathering high-end production factors.
