摘要
在城市全域数字化转型的进程中,数据作为核心基础资源与创新驱动力,重要性不断上升。为构建系统的政务数据架构体系,完善数据要素赋能体系,推动数据资源的开发利用,为城市全域数字化转型提供坚实支撑,通过剖析政务数据要素赋能体系的内涵与外延,提出一种面向超大城市全域数字化转型的政务数据架构体系,从组织保障、机制保障、数据架构、安全保障4个维度展开设计,形成覆盖政务数据要素赋能全过程的政务数据架构体系,旨在为政务数据架构体系的设计提供有价值的参考,推动城市全域数字化转型。
In the process of digital transformation across urban areas,data,as a core foundational resource and innovation driver,is becoming increasingly important.To build a systematic government data architecture system,improve the data element empowerment system,and promote the development and utilization of data resources,providing solid support for the digital transformation of urban areas,this paper analyzes the connotations and extensions of the government data element empowerment system and proposes a government data architecture system oriented towards the digital transformation of megacities.The design unfolds from four dimensions:organizational support,mechanism support,data architecture,and security assurance,forming a comprehensive government data architecture system that covers the entire process of government data element empowerment.The aim is to provide valuable references for the design of government data architecture systems and to advance the digital transformation of urban areas.
