摘要
数据作为新型生产要素,其乘数效应取决于公共数据的开放深度与运营效率。然而,“供不出、流不动、用不好”的结构性矛盾突出,亟须通过业务创新与技术融合突破瓶颈。基于此,以“业务为主、技术为辅”为视角,系统梳理了公共数据授权运营实践,并提出了发展路径。
As a new type of production factor,the multiplier effect of data hinges on the depth of its openness and the efficiency of its operation in the public domain.However,prominent structural contradictions,namely“unable to be sufficiently supplied,difficult to circulate freely,and challenging to be utilized effectively”,urgently require breakthroughs through business model innovation and technological integration.Based on this premise,this study systematically reviews the practices of public data authorization operation and proposes a future development pathway from the perspective of“business-centric with technology as an enabler”.
