摘要
常压储罐在石油化工行业中占据重要地位,其安全可靠运行直接关系人员安全、环境保护和财产安全。为保障储罐的完整性,各国制定了相应的标准和规范。本文从宏观角度对比分析了欧洲的EEMUA 159—2017标准、美国的API 353—2016标准,以及我国的GB/T 37327—2019《常压储罐完整性管理》和GB/T 30578—2014《常压储罐基于风险的检验及评价》标准。重点探讨了各标准在完整性管理体系、风险评估方法、检验与维护策略等技术方法上的异同,分析了应用上的差异。最后,针对国内标准的发展提出了建议,为相关从业者和标准制定者提供参考。
Atmospheric storage tanks play a crucial role in the petrochemical industry,with their safe and reliable operation directly impacting personnel safety,environmental protection,and property security.To ensure the integrity of these tanks,various countries have established corresponding standards and guidelines.This paper conducts a comparative analysis from a macro perspective,examining Europe’s EEMUA 159—2017 standard,the United States’API 353—2016 standard,China’s GB/T 37327—2019 Integrity Management of Atmospheric Storage Tanks and GB/T 30578—2014 Risk-Based Inspection and Evaluation for Atmospheric Pressure Storage Tanks.The study focuses on the similarities and differences in technical approaches across these standards,including integrity management systems,risk assessment methodologies,and inspection and maintenance strategies,and analyzes the variations in their application.Finally,the paper offers recommendations for the development of domestic standards,aiming to provide references for industry practitioners and standard developers.
