摘要
流域作为国土空间中的基本生态单元,是生态文明建设的重要组成部分,推进新时代河湖流域生态文明建设是加快经济社会发展全面绿色转型的应有之义。在学界现有研究基础上,论文重点关注生态文明建设如何予以河湖流域更为细微化、焦点化的治理指引。通过阐明生态文明建设映射在河湖治理中的核心要义与内在逻辑,解析生态自然观、经济观、民生观、系统观、法治观对于河湖治理的指导思路,引入巢湖综合治理这一重要案例,揭示巢湖综合治理的三阶段演化格局及其在生态安全、经济、法治、技术等体系方面存在的现实症结,结合日本琵琶湖—淀川流域的治理历程及其对我国河湖生态文明建设的经验启示,构建兼具流域治理特点、蕴含区域发展特色的河湖生态文明建设路径。
As a basic ecological unit in the national territory,river basins are an important part of ecological civilization construction.Promoting ecological civilization construction in river basins in the new era is an inherent requirement for accelerating the comprehensive green transformation of economic and social development.Based on the existing research in the academic circle,this paper focuses on how ecological civilization construction can provide more detailed and focused management guidance for river basins.The article clarifies the core essence and internal logic of ecological civilization construction reflected in river and lake management,and analyzes the guiding ideas of ecological natural view,economic view,people’s livelihood view,system view and rule of law view for river and lake governance.Meanwhile,by introducing the important case of the comprehensive management of Chaohu Lake,the three-stage evolution pattern of the comprehensive management of Chaohu Lake and the practical problems existing in the systems of ecological security,economy,rule of law and technology are revealed.Moreover,the article also combines the governance process of the Lake Biwa-Yodo River Basin in Japan and its experience and inspiration for the construction of river and lake ecological civilization in China.Ultimately,it constructs a path for the construction of river and lake ecological civilization that integrates the characteristics of basin governance and the features of regional development.
