摘要
跨国投资作为高水平对外开放的重要载体,在全球价值链重构和中国经济绿色低碳转型过程中发挥着日益重要的作用。本文基于2010—2023年中国285个地级及以上城市的面板数据,采用动态空间杜宾模型考察了跨国投资对城市绿色生产效率的影响、作用机制及协同效应。研究发现,跨国投资能够提高本地及邻近城市绿色生产效率,其中对外直接投资对本地及邻近城市绿色生产效率的提高作用均弱于外商直接投资。异质性分析发现,跨国投资对城市绿色生产效率的提高作用存在城市量级差异,对经济规模和人口规模更大城市的绿色生产效率提高作用更明显。机制分析发现,跨国投资通过产业集聚和人才积累提高城市绿色生产效率,并产生空间溢出效应。进一步分析发现,跨国投资对城市绿色生产效率的空间溢出效应既表现为同期与跨期联动的交互协同效应,又表现为跨国投资在大城市群之间双向与单向差异的区位协同效应。因此,政府要坚持“引进来”“走出去”并重,利用跨国投资提高城市绿色生产效率的空间溢出效应、促进产业集聚和人才积累作用的优势,发挥外商直接投资与对外直接投资的协同作用。
Since the reform and opening-up,China has achieved remarkable economic performance while facing environmental challenges.As China has evolved from a participant in the global market to a leader in international open cooperation,a new pattern of high-level two-way opening-up is taking shape.In this context,leveraging two-way transnational investment to acquire global technology spillovers and resource factors has become a critical pathway for enhancing urban green production efficiency.This paper utilizes panel data from 285 prefecture-level and above cities in China from 2010 to 2023,constructs a dynamic spatial Durbin model to systematically examine the spatial impact effects of transnational investment on urban green production efficiency.Empirical findings reveal that transnational investment significantly enhances green production efficiency in both local and neighboring cities,with foreign direct investment(FDI)exhibiting a stronger promotional effect than outward foreign direct investment(OFDI).The green efficiency-enhancing effect of transnational investment demonstrates significant urban-scale heterogeneity,being more pronounced in cities with larger economic and population sizes.Mechanism tests indicate that industrial agglomeration effects and talent accumulation effects serve as crucial channels through which transnational investment improves green production efficiency.Further analysis shows that the spatial spillover effects of transnational investment on urban green production efficiency encompass both interactive synergy effects from contemporaneous and intertemporal linkages and locational synergy effects characterized by bidirectional and unidirectional differences among major urban clusters.Compared to existing research,the potential marginal contributions of this paper mainly lie in two aspects.First,by constructing a more refined geographic spatial analysis unit at the prefecture-city level,this paper enhances the estimation accuracy of the spatial econometric model.Additionally,by incorporating nighttime light data and Landscan population dynamics data to investigate urban-scale heterogeneity.Second,this paper systematically examines the dual mechanisms of industrial agglomeration and talent accumulation through which FDI and OFDI spatially influence urban green production efficiency.From the dual perspectives of interactive synergy and geographic synergy,it expands the theoretical understanding of the relationship between an open economy and green development,offering new empirical support for the“green”and“open”dimensions of the new development philosophy.
