摘要
航运碳市场制度构建已成为兼具战略价值与实践需求的前沿课题。从外部环境审视,国际海事组织于2025年4月批准国际航运碳定价机制,欧盟则已先行将航运纳入排放交易体系,形成了多边框架与单边行动交织的国际规则博弈格局,对中国的航运业减排自主性及制度性话语权构成一定挑战。从本土视角看,我国碳市场正处于国际化扩围关键期,上海、天津、湖北则推进了航运碳市场机制的地方实践探索,但仍呈现出“央地异步”下本土制度供给不足的困境。在外部规则博弈态势和自身行业转型需求驱动下,建议依托《碳排放权交易管理暂行条例》第32条,主动将航运减排融入全国碳市场的法治化、国际化进程,实现制度自主与国际认可之间的平衡。
The institutional construction of shipping carbon markets represents a frontier issue combining both strategic value and practical necessity.From an external perspective,the International Maritime Organization(IMO)approved a global carbon pricing mechanism in April 2025,while the European Union(EU)has taken the lead in including shipping into its Emissions Trading System(ETS).This creates an international rule-making landscape where multilateral frameworks intertwine with unilateral actions,posing challenges to China’s autonomy in shipping emission reduction and its institutional discourse power.Domestically,China’s carbon market system is at a critical juncture of internationalization and expansion.While Shanghai,Tianjin,and Hubei have advanced local pilot explorations of shipping carbon market mechanisms,a dilemma persists,which is characterized by insufficient domestic institutional supply under a“central-local asynchrony”landscape.Driven by both external regulatory dynamics and internal industry transformation demands,it is recommended to proactively integrate shipping emission reductions into the legalization and internationalization process of the national carbon market by leveraging Article 32 of the Interim Regulations on the Administration of Carbon Emission Trading,thereby achieving a balance between institutional autonomy and international recognition.
