摘要
运动式警务是运动式治理的核心理念在基层警务领域的运用,并体现为一种工作风格的运动化。伴随这一治理工具使用的日益频繁,在实践中呈现运动式警务常态化的趋势。它具体表现为,纵向上使用频率的提高和使用时间的延长,以及横向上覆盖范围的扩展和涵盖内容的增多。这一现象的产生与发展同科层组织的结构特征、警务资源的匮乏以及转型期社会治安情势的变动密切相关。但同时,运动式警务常态化在实践中产生了诸多影响,一方面,由于扰动警务运作节奏和打破工作注意力平衡,其实际效能往往难以达到预期;另一方面,过度频繁使用也会妨碍常态化警务工作机制的建立、运作和维持,并且无益于从根源上解决复杂的社会治安问题。
Campaign-style policing is the application of the core concept of campaign-style governance in the field of grassroots policing,manifesting as a"campaign-oriented"work style.As its application is getting increasingly frequent in practice,this governance tool has exhibited a trend of normalization.Specifically,this trend is reflected in two dimensions:vertically,the frequency of its application is increased,and the duration is extended;horizontally,the scope of coverage is expanded,and the content is enriched.The emergence and evolution of this phenomenon are closely related to the structural characteristics of policing organizations,shortages in policing resources,and changes in public security situation during the period of social transformation.Meanwhile,the normalization of campaign-style policing has generated practical impacts.On one hand,it disrupts the regular rhythm of policing operations and the balance of work priorities,so its actual effectiveness often fails to meet expectations.On the other hand,excessive and frequent reliance on campaign-style policing hinders the establishment,operation and maintenance of the routine policing mechanism,which is not conducive to addressing complex social security problems from the root.
