摘要
[目的]为响应我国构建的面向未来绿色航运战略,[方法]从国际海事组织(IMO)和海事强国战略等2个方面出发,概述全球绿色船舶法规的发展现状以及不同国家在法规、政策和技术层面的推进路径。结合法规文本分析与典型国家战略比较,梳理船舶温室气体减排机制与关键技术的演进方向。[结果]结果表明,欧盟、日本、韩国和美国已基本形成较为成熟的绿色船舶发展体系,而IMO相关规则也呈现出收紧趋势。[结论]研究内容可为我国积极参与国际规则制定,推动国内标准与国际接轨,加强低碳技术储备和政策支持提供参考与借鉴。
[Purpose]In response to China's future oriented green shipping strategy,[Method]the evolving global framework for green-ship regulation from two vantage points of the International Maritime Organization(IMO)and the maritime-power strategies of leading nations is examined.By combining textual analysis of regulatory instruments with a comparative review of representative national strategies,we map the mechanisms for maritime greenhouse gas(GHG)reduction and the trajectories of key enabling technologies.[Result]The findings reveal that the European Union,Japan,the Republic of Korea,and the United States have already established relatively mature green-ship development systems,while IMO rules are showing a clear trend toward greater stringency.[Conclusion]The insights provide guidance for China to take an active role in shaping international rules,align domestic standards with global benchmarks,and strengthen both low-carbon technology reserves and policy endowments.
