摘要
西藏建设教育强区进程中,学前教育的奠基性作用日益凸显。文章基于历史制度主义视角,系统梳理西藏学前教育事业发展变迁轨迹,力图呈现其独特的实践逻辑,即西藏学前教育事业发展在制度变迁中充分体现新时代党的治藏方略根本引领、央地财政协同的有力保障、以及社会对学前教育价值认知的转变。与此同时,在制度变迁过程中还存在着锁定效应,其表征为对义教联动的共生依赖、对资源下沉的行政依赖以及对规模导向绩效评估的依赖。在政策升级转化与多元主体需求博弈的动力作用下,西藏学前教育发展格局实现了持续完善。由此,研究认为在推进教育强区建设中,应进一步强化学前教育奠基地位,优化质量保障与师资队伍建设机制,并构建多元协同治理体系。
Preschool education plays an increasingly vital role in building Xizang into a strong education region.Drawing on historical institutionalism,this study reviews its development over the past 60 years,highlighting the guiding role of the Party's strategy for governing Xizang,the fiscal support from central-local coordination,and the shift in public perceptions.These institutional changes have also generated a“lock-in effect,”seen in dependence on compulsory education linkages,grassroots resource allocation,and scale-based performance evaluation.Policy upgrades and the interplay of multiple stakeholders have refined the development pattern.The paper argues for consolidating preschool education's foundation,strengthening quality assurance and teacher development,and establishing a collaborative governance system.
